The voice line you just read comes from a champion who has quite a big backstory in League of Legends since it spans also a single-player game and a book. To find the correct answer we need to think hard about some of League of Legends, most extensive lore pieces, the Ruination chapter. In fact, the champion in question is Viego, after he became the Ruined King following the death of his wife, queen Isolde.

Last but not least, we see a dark red splash art. We originally though that this could be Swain or Darius. However, we are looking at Gankplank’s Dreadnova skin.
